Legal victory protects Florida wetlands

The U.S. Circuit Court of Appeals for the District of Columbia ruled that permits to build in wetlands should stay in the hands of federal regulators rather than the state of Florida. Volunteers who lack these resources generally participate less. A new study shows that contributions from both groups can be equally valuable and can even complement each other.
